We could even cbet flop sometimes, but of course it's fine to check back.

I agree with the calldown. Villain probably doesn't have too many worse Qx in his range (Q9s/Q8s maybe), and if we raise he would ofc fold all his bluffs, plus he could also easily fold his one-pair hands (although it's hard to see what he would bet turn+river for value...), so I don't see much value in raising. He has some nutty hands as well (AT/T9s, and QJ/KQ, although they are heavily blocked).

when you check back the flop, you are capped here

you cannot raise, when your opponent leads the turn even though the Queen turn helps your range more, he will often have trips or better.
