HM2 Not starting until 3rd re-boot

Every single time I close HM2 I have to reboot my computer 3 times. After the first reboot I try HM2 it can't find PostgresSQL Server and gives me options which don't work. After the 2nd re-boot the exact same thing happens. Trying to restart the service or troubleshoot doesn't work. After the 3rd re-boot it works just fine. This is absolutely consistent.

Also why are there 29 threads of PostgresSQL Server when I look at task manager?

Any help or advice would be appreciated.

The processes are normal for postgresql, each database request has its own process.
It looks like your postgresql service is crashing when you close HM2 or a firewall or virusscanner is blocking the access to it. So you should start with our general postgresql FAQ: http://hm2faq.holdemmanager.com/questions/1001/Can+not+Connect+%7B47%7D+Failed+to+Start+PostgreSQL+

Problems like this can also be caused by changes in the network configuration or if you use a VPN connection. The communication betweent Postgresql and HM2 is based on TCP/IP functionality.
