I was unsure about the amount I should bet preflop, because the UTG raise was all-in 0.38$. According to the SSS, I should raise 3 times his bet, but he can't call/fold anymore, so I just have to raise the two blinds.
How much would you bet?

0.05/0.1 No-Limit Hold'em (10 handed)

SB checks, Hero raises $1.00 (All-In), SB calls $1.00.

Turn: ($4.08) 7♠
River: ($4.08) 6♠ (3 players)

Final Pot: $4.08

I would just push preflop. Your reraise should be to 1.20$ which is more than half of your stack, so you have an easy all-in.

Considering the UTG is already all-in you might call preflop, but I think reraise for isolation is better.

What about if he bets 3bb and eff. stack is 20-24bb?

You push as well. In that case you would have to reraise to 9 BB and pot on the flop would be bigger than your remaining stack if you got called, so you'd need to go all-in on any flop if it's checked to you, so it's better to go all-in directly preflop for max value.

a push as a reraise is basically never wrong

i would push here, this 80ct raise just invests so much of your stack
