CO: $5.71

Pre Flop: ($0.07) Hero is UTG with Q  A
Hero raises to $0.15, 4 folds, BB calls $0.10

Flop: ($0.32) J :club: 9 :diamond: T :club: (2 players)
BB checks, Hero bets $0.22, BB raises to $0.54, Hero calls $0.32

BB bets $0.65, Hero calls $0.65

River: ($2.70) 7 :spade: (2 players)
BB bets $1.30, Hero folds

Quite small raises from villain, I guess he can have FDs in his range besides 99, TT, KQ, 2pair hands that he is representing. Should I go for the call down in this case as I played? River is clear fold?

It looks fine to me. I wouldn't fold OTF with OESD and 2 overs.
OTT villains bet is less than 1/2 pot and I think you get the odds to call it.
OTR clear fold when you don't improve.

Stupid fellow he is, giving you extremely good odds clearly revealing himself, he might have as well shown the cards, standard spot, call flop, turn, fold river.
