First of all, we presume that our opp is a fish and he presumes that we cbet 90% of our range which means we often bluff and he can overbluff us or get value by slowplaying. Accordingly, OTF Villain most likely c/c with 90% of his Kx range and bluff raises with 80% of his Ax range + he 70/25 bets/ checkraises (5% c/f) with small or medium pp. I base my analysis on the general tendencies I observe playing at this limit. May be this are not the exact ratios but I guess they are close to the truth.

With that being said we undoubtebly vb and call OTF where we are 83.5/16.5 ahead.
OTT I though I think he won't continue to bluff us too often when the pot gets big and he won't call us with the worse either that is why I decided to leave bluffs in his range and not to vb but check for a pot control and for a delayed vb or call OTR .

I don’t think a passive player would min raise as bluff here, but I couldn’t find a fold either after his check on the turn.

I would play it exactly the same as you, I would be worried he has a bigger K than us but once you call the flop I think you have to call river
