Hero has T♥:T♣:, folded to HJ, who is LAG and raises to 4BB, CO raises to 13BB…

Thought process was, the HJ bet sizes reflect his hand strength, with 4BB being at the bottom (67o, A5s, etc), I'm sure the CO, who is a solid reg saw this too.

The question here is, is there value in calling TT?

As a 4bet I feel its a bluff with small equity going against the 4bet calling range of the CO, plus who knows if HJ changed gears and low bet a monster...and of course TT can't handle a 5bet.

Or is this simply a fold?

I would call with 80bb if the blinds are tight otherwise it is a fold IMO.

I do not understand your notes on HJ. Is he strong or weak?
If he is weak then we can put pressure and 4b.

If you are deep, I think it is ok to just call pre and setmine. Should be profitable especially when HJ might call too.
If HJ is a weak player and CO is 3betting him wide, you could 4bet and put pressure on him too.

One thing I didn't understand. You think you have a bet size read on HJ, which means he probably isn't super good player. Still you think that he opens weak hands bigger, which would be the opposite of what other fish do, at least on micros. Did you see him do this or how did you figure it out?
