Most of the time you are behind. You should be calling turn raises with only top 2 pair or higher (baluga). Of course this is not optimal in every single situation but it is a good rule of thumb and doing so will be the best move in the long run.

I would fold vs turn raise by default with one-pair hands, especially in a 3bet pot.

Fold, but don't trust any rules of thumb (like the Baluga theorem) blindly. With a hand like AA you'll always have "outs" giving you top two pair, so the AA is a particularly strong bluff catcher. The problem here is that he doesn't have many two pair hands for you to beat. He is on air or nuts, and he does it the expensive way (check-raises), so discount bluffs.

Only reason to call would be if you are capped and he might know that. H'd the have a mandatory bluff especially with Qx blocking your potential QQ. (Keep you 3-betting ranges balanced, and you wont have this particular problem.)
