77 in BB vs tight BU

In this situation I generally go set mining if its worth it, and it just about is here
At the time I was suspicious about this hand the whole way through for some reason
77 vs BU PFR is 49%
OTF when he bets so small, I'm suspicious again, but just fold. Part of me wanted to bluff raise here to get him to fold overcards but decided to play it safe

He is indeed pretty tight so far on the BTN. So I think set mining is fine against him and is folding pretty standard with 2 over cards on the flop.
