I think the river bet is too thin. You are against an UTG open that calls a 3b OOP. The board is so low that he almost never has a set that he can call you with. So his calling range is 2 pair (maybe) that you beat or better - that you dont beat.
You also have a blocker to set of 2s and dont block anything that beats you.

The 3bet depends on the villain's UTG opening range, if he opens EP 10-12% then flatting is better, just because we are going to get 4bet extremely often and we hate to get 4bet because then we need to fold our hand. But given he minraises pre I'd 3bet it as well. The flop doesnt really connect with our 3beting range vs EP so I'd probably start checking most of the range or bet really small~ 1/3 pot planning to fold to raises. The small sizing also wont narrow his range as much as if we bet 2/3, which in that case should mostly be 2pair+, slowplayed str8's, oesd's with BDFD's, and allows us to collect value from hands we are ahead of. As played I'd also barell turn but river is really tricky as it is probably one of the worst cards possible, we have to check and decide based on villains tendencies, probably x/f if hes not completely crazy and we dont expect him to be turning his 2pairs or lower sets in to bluff.

+1 what benaars said. On the flop the sizing is just too much. Funny thing is that the board shouldn't hit either of your ranges. I can see a lot of leveling here. I would check the flop as the only card that sucks on the turn is A. On any other card he can easily bluff and you can make a nice bluff catch.

One thing to concidered is turn check-raise trap, if opponent is stabby and floaty, it also protects weaker hands you might have that want to see river. Here board doesnt hit really 3b caller utg range though and we block K that he could've hit, so barreling here is better.
