The best player can shove with any pair and most Ax combos with his 4bb stack and is AQo an easy all-inn for me to isolate him.

I would fold this hand mainly because of bias of confrontation with short stackers (btn and sb).

I would shove this even harder because of the small stacks in btn and sb, if they have a better hand than you and they call and win, youre very much still in the game

The short stack should shove a wide range, A8o+, A2s+, every pair, Q8s+, QTo+, 9Ts+.etc...

With AQo you have about 60% equity against his range. With Antes and those blinds you need about 50% equity (I think).

So: AQo is a clear call/iso-raise here.
