Preflop and flop I think is pretty standard. Villain is a little bit fishy, so his calling range is pretty wide. But what Im not sure - should I call his raises on turn and river with only top pair and top kicker? He isnt a guy who would bluff with total nothing, basically I knew that he has something and big chance that something better than me. Maybe I just tilted and couldnt fold my top pair even if I knew that I am behind him...

If we are dealing with a fish I wouldn’t mind betting the flop more for value. I don’t think it makes not too much different if we bet 2k or 4k. In both cases he’s most likely calling with almost the same range and then it’s better to make it 4k.

His turn bet seems weird, because a straight seems unlikely. Defending hands like 74 and 97 isn’t common and then we need to give him credit for 2 pair or a set. A slow played set or 88 seems the most likely hands of him and maybe a weaker J, but I don’t think it’s bad to call the turn. The river is for me a fold for sure against a passive player.

Sure the flop bet was also the problem. Before this hand we had like 4-5 hands heads up and I won them all, basically I was dominating on him postflop. He was folding to my Cbets and bluffs. Because of that I didnt want his fold this time as I got top pair and top kicker and gave him a rope to continue and this time it was a mistake, I just gave him almost perfect implied odds to continue with his OESD. It seems like he was just waiting for a hand that beats me and he got that.

Also I should work on my mental game. I play in tournament for long time and increasing my stack with good game and then I just cant make a fold. If I could play this hand again then I'd agree with you that I had to call the turn (as he could be bored of my dominating over him and would try to steal the pot with this scary 8 on turn with some semi bluff with straight or flush draw) but fold the river because raises like this on the river 95% of the time are something strong.
