So in this hand I had 9 Club outs, 4 9 outs and 4 Aces outs for a total of 15 outs on the river (since I cant count the 9 and A twice). Was it the right play for me to fold after the Turn based on the bet size of my opponent?

The reason I folded here was because the pot was only 16 BB before his bet of 20.5 BB which seemed really suspect. He was a loose player and also had a short stack and this basically put himself all in. He definitely had a hand, and my concern was chasing on the river, even though I had so many outs which is why I folded. Also even if I hit the river, he had no more money so I felt like it wasn't a profitable call. I was really hoping to see my straight or flush on the turn.
Did I make the right play?
