Does it make to c-bet this flop, or should I give up right there?
Is there any way I can justify calling on the river?

If you cbet :9x: :9x: you cbet ones with 9♥::9x: as you block flush draws.
But issue with 9♦:9♥: is that we block some % his weaker part of range (K♦:9♦:/J♦:9♦:/T♦:9♦: ) what should be folds from him. (Not saying he will fold but if he don't you get value from all your :Ax: or stronger hands more then you should).
With lower pairs like 7♦:7♥:, 6♦:6♥: ect. we have about same chance to improve vs :Ax: or :Qx: and we are playing them all in similar way (cbet and give up unimproved) but we don't block his folding range as he should not have much :7x: or :6x: in his flatting range (At least not as much as :9x: )
Pairs like :Tx: :Tx:, :Jx: :Jx: slide in different category as we interact with board and opponent range lot differently then underpairs.

Not calling river in practice (in theses stakes) as he will not have enough bluffs there to justify calling but i can see arguments for calling river what i will not go into now.

I think Cbetting is fine. You can try to represent an ace or something and I wouldn’t be surprised he would fit and fold a lot on the flop and the rest of the hand is standard. I doubt you will win often after his flop call and is giving up fine.
