As played, I would raised to at least to a full pot, depends on how much you believe your opponents can call. As you said, I also don't believe a player with this kind of stats is capable of making a call to 250+ bb shove

I'd say yoloprobro, ship it. He looks like abit of a fish betting 3bb on the river so you never know, if he has a Q and pays you off 1 in 100 then its worth it.
I guess a pot size bet would more consistently get you a call from a 9 / Q, .. so should probably be the actual line to take.

I didn't get his stack or anything.... Just so you know. I think his small bet on river is to block yolo all in from me.
