It’s a spot you could consider to 3bet pre-flop as well, but against a loose passive looking player it’s not to bad to call in position and hoping no player behind you will 3bet or something.

The rest of the hand seems alright. The river is a spot you could make a thin value bet, but checking behind isn’t to bad I think.

why we dont consider to raise flop?

If you raise the flop you get only action of better and flush draws and keeping his range wider seems not bad. If you raise you need to fold if he shoves or 3bet.
