Pre-flop I think it is ok to just flat. SB 3bet ranges vs UTG are so tight that you wont fold anything by 4betting. You have a good bluffcatch, not blocking any club, but he can have Ax (which should check river) and wants a call from a worse Ax, or even slowplayed JJ which I think it is less likely given the turn action and the populacional tendencies of playing it pretty straight-forwardly.
It is going to be much more value heavy OTR than air with that size imo.

3bet stats could be usefull here, but 4betting QQ seems like a decent option against a TAG. Post-flop your line is fine, but there aren't to many weaker hands that would bet the river I think.
