It depends on the villain, but I would at least call with 99. If he's aggressive I don't mind a 3bet of around 450.

Allin is fine play versus 3bb open. Sensible 3bet sizing will be pretty much committing already so its pretty tough for villain to assume to have fold equity with shove. Also if villain just call it can create bit awkward spots so I dont mind shove versus 3bb open.

well imo this is boarderline. If you cbet you are close to committ yourself but for shoving pre spr is bad. In MTT we like to flip. According to that the shove is mendatory especially if the poket is lower. In sngs we have to think about raising pre becausehow do we play JJ or TT? Do we shove them? With QQ we want to raise for value. Playing oopis not to bad with a monster. With JJ or TT the chances of getting overcards on the flop are much higher. The 3bb raise implies a recreational player. His range should be much tighter and therefore its much less likely that he folds to a raise or a shove. Thus imo we choose a exploitive line here. If we dont want to flip this early to lower our variance than raising or calling is better dependent on the player behind us is better. If we want to minimize our possibility to make errors ourselfs postflop shoving is better. Imo I would play a polarized strategy here small raises with monsters TT+ and flatcalls to the implieds with the rest because fish bbs will give us the implieds we need if he comes along too but its very marginal due to their stacks. You have to take down some pots without improving to play that plus ev.

3 bet ore only call and see what be on flop

If he minraised I would 3bet to 300 and call shove usually or if I thought he was too tight then just call. Versus 3bb reasonable 3bet would be 400-450 but that is just bit too much for effective stacks. So shove or call are most reasonable options. As default I would shove.

how do you play TT and JJ? Do you 3bet QQ+?

At least JJ+ I would tend to 3bet small to induce action as default. Also I won't balance it out much as imo 3bb open likely means fish. But it's not bad option to just shove most of range you want to play here as price of calling is not that good. Small 3bet might induce calls more but villain might also play hit or fold often for postflop. So it's not necessarily much difference in EV.

E.g. if you have seen villain make light call versus 3bet shove it's likely better to shove monsters also.

For calling I would rarely do it with monsters unless BB has been very aggro.
