Not sure about my options here. If I raise only 3x, I'm kind of commited anyway (I guess). If I only call, I'm giving awesome pot odds to both villains. If I shove I could be behind a made flush already.

Pre-flop standard to call in a multi way pot for set value. The flop isn't the greatest board for your set, but I wouldn't mind the raise. I would make it a little bit more like 25bb on his smallish Cbet and call of the MP+2. Turn is a little bit meh that he's leading so small. You could think of just calling, but otherwise is a shove a decent option against 2 weaker players for value and protection.
