If my skrill is in dollars and I deposit and withdraw in dollars, I guess there are no fees?
And my other question is when I make a bank transfer to an bank account in euro or bgn, are there any fees for currency conversion or does it depend only on the bank's dollar exchange rate ?

There are no fees but i supose they will make a tranform from what curency you are with dollars.
