TP and villain's weird moves

Pre-Flop: ($0.07) Hero is CO with 7 A
2 players fold, Hero raises to $0.12, 2 players fold, BB 3-bets to $0.19, Hero calls $0.07

Flop: ($0.40) 6 A 8 (2 players)
BB bets $0.19, Hero raises to $0.38, BB calls $0.19

Turn: ($1.16) 5 (2 players)
BB checks, Hero bets $0.74, BB calls $0.74

River: ($2.64) 9 (2 players)
BB bets $2.53, Hero raises to $3.71 (all-in), BB calls $1.18

This was a weird hand for me.
Preflop is standard from my side, I think, not from his side though.
At least we know he's a fish after this move.
Flop: I don't know what his range could be here. I think I missed this as a 3-bet pot and I usually raise donks from blinds with my made hands.
My raise should be a bit higher. I don't like my sizing at all.
What do you think I should do on this turn? I think my bet OTT is correct but is it?
OTR I thought that he tried to bluff me (yeah, players at the micros almost never bluffs OTR)
My river play is terrible, I know. I should just call or fold.

Pre is fine but i would just flat the cbet i dont see a reason to raise. Your basically semi bluffing the turn and the river is a sigh call now i guess.

Pre-flop could be a 4bet, but calling is fine for sure.
Why do you raise OTF? You have a made hand that could be dominated, dont need to overplay TP against a probable fishy player. I dont even know of I would raise flushdraws and stuff tbh.
Runout is funny, but you will be crushed when he leads OTR. You dont have AA or AK, 7x is not very likely, a backdoor flush is unlikely too. 99 makes no sense.
66/88 are possible.
I would say raising this river is spewy. Just flat, it is the top of it. Folding a straight would not be shoking given the populacional tendencies. Consider folding sets.

I would only 4bet bluff if villain is a LAG with 3betting, but as played I don't see a reason to raise the flop with top pair weak kicker and if you want to raise make it at least 50c as bluff or something. Turn seems fine as played, but it's a extreme thin bet, but river you get maybe value of a over played set. That's 1 of the few hands you beat.

Very Spew. I go call flop and control pot turn and river. Don´t like 4bet pré, call is better.
