I would bet turn and then on the river because of this reasons:

1. I belive that his range must be really weak after flop play. I think that if he had a pair he would bet on this drawy flop.

2. If he had a weak pair after flop play or if he hit the turn, Jack OTR is scare card for lower pairs and it is hard to call for him.

Tough to get better hands to fold if you bet 1 street and I expect most villains on a 25c game are fishy most of the time and that makes bluffing tough.

OK I see. Would you go for 2 barrels on the turn and river with, for example, 5x7x? I mean with something which have no showdown value and no chance to imrpove?

Hand like 67, 69, 79, J7, J9, 54, 52, 42 and flush draws make much more sense for turn semibluff. Some of them you can then bet river for value or bluff depending of card. Also you likely don't want to bet all those combos on turn at least versus competent player as your value combos are somewhat limited. E.g. you never have Ax pretty much.

Value range will mainly be Tx, some 8x, T3 and 83. Personally I would also sometimes have AA.
