Untill the river I would play the hand pretty much the same. The river is for me a fold. Q is off course a scare card for us and I doubt a random villain will bluff the river. You beat only a missed flush draw here.

I would just shove turn as there are ton of awkward rivers. E.g. 4, 7, 9, J, Q, A and spades are all somewhat nasty. You are also committed with turn half pot if villain x-r. Denying equity from draws is pretty important here and small bet does not achieve that. Also villain can still call fair amount of weaker top pairs or might also call 87, 8sXs and other sort of combo draws. Sometimes fishy villains call weaker draws as well.

As played Qc is still one of more blank ones for villain range so I would be calling with awesome pot odds you get.
