You have to ask yourself what he can call with that won't fold. Even if this is for value it's too high.

You literally need that villain has 7x here for this to work I think
Why not just raise lower, as I have seen the result he would likely re-raise and you would call so the result is roughly the same (pretty tough spot to get away from), but just in general we still want weaker hands to call so we need to raise lower.
