I would call with KQ there, not 3bet. He has recreational stats, so I would try to play against him in position as much as possible. 3bet encourages him to either fold or call with a better hand. Your KQ has value to be played without 3betting it versus his 40 VPIP range. When he calls your 3bet his range might now be better than your KQ.

As played, OTT in a 3bet pot I think you have to go broke with TP2K (top pair second kicker). Just get it in and hope he has a draw, or worse pair.

As played OTR, the ace didn't faze him. The flush draw didn't complete and he is still betting. I don't think many players bluff in this spot, so a fold is ok.
