99+ I would usually raise/call. 66 or weaker I tend to just fold. Is it okay to r/f 77 here without reads?
Question is how wide villain need to shove to make it breakeven and how does that requirement look like. With HRC this is pretty easy to solve accounting ICM.

We can see that open raise range wont even include 77 as its pretty much too weak to raise-call versus most players. Only versus BB with ranges used 77 would be +EV. Would have thought it to be bit better but ICM too heavy it seems.

We can see that for 77 to be call opponent would need to shove around 11% If villain shove 12.4%, 55+ A8s+ ATo+ KTs+ KQo QTs+ which is way I would assume most players to widen their range in reality then 77 would be roughly breakeven. So yeah I think we can fold most of time but maybe bigger question is if we should open raise in first place. 77 has pretty weak postflop playability so we are not really happy to get calls either and from data here it seems that raise-call versus most opponents on any position is either bad or marginal.

I think on these limits people don't shove wide enough to make 77 a profitable or breakeven play. I totally agree that this is more a question if we should be raising 77 at all with these stack sizes! I think as people are calling a lot and not raising us off our equity this might still be okay, especially because they are generally folding too much to c-bets or make even bigger blunders postflop. Still this is at the most marginal and a fold might be better here (or at least we are not missing much by folding). I think I posted a somewhat similar hand (66) a couple weeks ago and this seems to be a leak of mine, that I tend to raise the middle-pairs too often in "early" positions with 5-6 players left to act. I think it is also important to pay attention if there is an ante or not. I assume that this changes a lot. In this format the antes don't kick in before 100/200 level so I should just tighten up until they come into effect.
