I think 99 is just strong enough to defend vs a 3bet/squeeze IP.
Against up to 1/2 PSB cbet OTF I think I could call but ~3/4 pot is too much, or do you call here once?

I think I usually fold 99 pre, I might call if I had position on both players.

I start calling with JJ/TT.

You can 4bet/bluff pre, I guess, I never do though.

As played, I think it's fine.

Agree with above you can fold pre but calling is ok id probably float the flop with the 9h although folding vs that sizing is probably ok as well.
