Too much rides on how the other players generally behave.
By shoving, you hope to get called by worse -- or just steal the blinds. You're OOP so shoving takes away the positional disadvantage.
By raising, you give yourself the possibility of taking it down post-flop

I've recently seen several tournament where members advise shoving 20 BB stacks.

well you only want to to this if you the shove is plus ev but raise and play postflop is tough to play like small pokets. This kind of hand I would only shove in a high icm situation

AQo is a +EV shove, but raising is most likely more profitable. it's really variance heavy move and it's not needed with a 20bb stack. i would shove with a stack of less than 15bb. Off course villains call is rather optimistic. He/she is flipping in best case here.
