With those odds on the flop I can't fold middle pair and a straight draw. Villain is indeed loose passive, but you could still improve your hand and you could be ahead sometimes as well.

I wouldn't give up so fast on the flop. Even wonder if a raise for check behind turn would be an option.

It depends on the turn card if hero can raise, but than villain needs to bet turn as well.

That’s my personal opinion: when the Hero sits in the BTN next time (if don’t win any hand until there) he’ll have <10BB - and he is already ~50% of the average stack of Villains. With something like ~40% of odds, pay just 1BB to 7.25BB is a secure Call to me.

Assuming only 6 outs you will still have breakeven call on flop. So I would never fold to minbet. Raise doesn't achieve much as better is likely not folding and not too many weaker will continue. Plus we don't want to face shove over flop raise with mediocre hand when we are offered awesome pot odds for call.
