So far I know this is a 40/30/20/10 paid out structure and that makes the ICM tax huge in a spot like this. Even if you have reads villain is abusing the bubble this is most of the time a fold with the flat paid out structure in mind. In this particular case villain seems really tight.

I would recommend to invest into some tool like ICMizer or HRC as these sort of spots are very important to get into good shape.

As SDK said ICM is huge being second stack versus chip leader in 18man. I think we can only call like 99+ or so even versus any2 range. But has been long time since I have played these so might be off.

This are also interesting spots to calculate it manually with a ICM calculator and the SNG articles about chip value can help you with this.
