On the bubble this is a fold or a shove depending on what you know about UTG.
I think flat is perhaps my least favourite move.
 You're probably ahead of BU's shove range
 calling gives utg pot odds to call any flop bet, and when you check, UTG can just attack, leaving you with two overs and a gutshot.
 Your stack is so small that even shoving gives UTG odds to call w/ any two cards.
 If this is the bubble, then this was a 9-man, and if BU gets knocked out, then you're ITM — you're still the shorty, but you can play the two big stacks against each other.

If CO pushes and BU calls, the BB overcalls with 46.6%, 22+ Ax K2s+ K3o+ Q2s+ Q7o+ J6s+ J8o+ T7s+ T9o 98s.

In this case I believe that best option would be to push preflop.

Indeed. I would shove all day. Decent change you can end the bubble with AJo and the UTG player should call tight against 2 all-ins.
