when he checks the river you still have to bet for value without reads.
since he's short and likely bad he could easily think he's slowplaying something like TPGK so i don't think i'm folding to a raise, i'd just bet like 2/3 and call a shove .
I would also pot flop pot turn. River screams of 56 but since he was SB seems weak he might play also some othere two pair maybe tptk like this.
