I oppened an account 9 days ago, send the documents they requested but my account still locked. Moneybookers doesn't even answer my e-mails. Is this normal?
Does this happen to anybody else?

Hey.
They locked your account or "froze" your transfers?
They do really poorly with answering on emails. You have to send them ticket (or whatever it is called) via theirs in-site support.
Can't login right now on MB, so can't tell you exactly.
They froze my transfers.
"Your account is locked for outgoing transfers and credit/debit card payments therefore we cannot complete this transaction.
To unlock your account, you must provide us with scanned copies of the following documents: ... "
I send them the documents with the ticket number but got no answer. I already verified my address and credit card.

I had to do the same, but can't remember how long did it take them to verified me. All I know is that it isn't' that fast 
BTW, you have to exclude weekends when counting waiting days 
It took me like 2 weeks, and they got some rule that says if you post them your ticket will go to the back of the queue again-.- Just wait or call them
