Hand converted with online PokerStrategy.com hand converter:

Play hand

$0.25/$0.5 No-Limit Hold'em (6 handed)

Known players:
[tg]BB$43.75:///////;MP2$49.95:///////;MP3(Hero)$61.55:///////;CO$50.00:///////;BU$51.75:///////;SB$146.25:///////;[/tg]

Preflop: Hero is MP3 with 9:d, 9:c.
MP2 folds, Hero raises to $2.00, 3 folds, BB calls $1.50.

Flop: ($4.25) T:d, 2:c, 9:s (2 players)
BB checks, Hero bets $2.50, BB raises to $6.00, Hero calls $3.50.

Turn: ($16.25) 9:h (2 players)
BB checks, Hero ???.

I should have bet more on flop probably. Maybe reraise him on flop? How to get most value against his range after I turn quads?

Although call ip is fine I would do smt that fish would often do by clicking back on the flop with set. Since board isn´t that draw I think you should worry too much about protection and maybe better is to keep initiative or try to make bluffshoving smt like A high.
I think you have to bet turn and I think you should bet amount that would prefer for river shove. So this case 10$ turn and rest on the river
