bet/fold on turn and river but bet 80% pot.

He will call you down with 99-KK (big Pocket pairs are in his range for sure as his 3bet% is low). If he raises you, its a set. Since his WTSD is so high and he is on the passive side (though his AF is 2.0), I think betting big will be the best way to maximise value.

I think the bet on the flop is already thin because this board hits all of their callingranges but i'd bet too to get some value out of worse pocket pairs and also some information about the opponents handranges.

At the turn i think it's a c/f.
Most bets commit us but the money still goes in bad. But the opponent is going to check down most of his worse hands which he wouldn't call a bet with.
And once he bets he's never bluffing (he called the flop 4way so he has a hand).

If you bet 80% pot that would be like $60, so you would've invested $90 and want to fold to a shove when you have $15 to call in a ~200 pot? ♦
