Villian is playing 20/4 1.5 after 443.

My biggest question about this hand is my pre flop play, villian is raising only 4.0% after a reasonable sized sample. I decided to flat call and reevaluate on the flop, I think if I 3-bet I'll isolate myself against a pretty small range but having pos and knowing his small raising range was the better play?

Against a 20/4 guy which probably has a very tight 4bet range I'd flat pre too.
