Hey is it possible that my brother creates pokerstrategy account and recieve starting capital ( he has 18 and he will send document required for id veryfication ) ?? i have ticket about this question too

Usually, yes, but you will both need to supply suitable ID proof and there maybe certain restrictions applied by PokerStars. Common sense restrictions, like you are not able to play in the same tournaments together etc.
