Even though it's very possible he had a king, is a fold there to weak?

I might call there. It's just 1/2 pot and you get pretty nice odds and you are in position.
But you really don't have to take part in marginal spots with second pair there. You could easily be behind so folding is not that bad option.

I agree, just depends on how you approach the game. You're flying blind if you call and such a board will usually get really ugly really fast, you don't need to get involved if you don't want to. Personally I would call once and see what happens because that's what I do with hands that might be good when it's cheap and when I can learn more about a bad player's game in the process as an investment for the future.
