against a 13/10 guy you can fold on river.
You beat nothing but TT, JJ, QQ, KK with which he can take a check behind because of scary board quite often.
You are beat by 22, 44, 55, 66, 77, 88, 99.
But I'd bet/f turn 4$. If getting called you can easily c/f river.

I think you can also b/f turn yourself although c/c is fine and then call a lot of rivers
I would also think that 17/13 is not bluffing there that often so c/f seems better than calldown
i would raise the turn in his position thats why i didnt like to bet/fold
+ i dont think he bets his sets here
