If both of them are regs because you have foldequity and you want to play a bigger pot with your strong hand and if the caller is a fish because you want to play a bigger pot against him preferably HU.

As played it's hard to say what he checkraised the turn with.
Theoretically it is a good spot for him to checkraise-bluff because BTN will bet nearly 100% of his hands and your call is rarely a strong hand because you would squeeze good Qx preflop or lead the flop.
He might also take this line with QQ+ or 22/55/A4s/64s sometimes because it looks weird and he hopes to get some bluffbets (a cbet or turnbet has massive foldequity).

But once you call his checkraise he can expect you to not have too many PPs in your range anymore, mostly you should have either a slowplayed set or Qx in his eyes.

So his overbet is weird, he would probably bet AK/AA/sets/straights smaller because he wants you to call with Qx, but you could also argue that this might be to induce a herocall because a big bet doesn't make sense with those strong hands and also he wants to stack your set (he could also bet small to induce a raise though).

You can basically flip a coin to decide whether to call or not since it's a pure guessing game. Personally I'm a nit and tend to fold because from my experience, although overbet-bluffs are a good play oftentimes, almost no one actually uses them. So I expect this to be for value most of the time.
But again calling can't be too bad either imo.
