I would consider raising OTF. This is a board an OOP player shouldn't mess around with the PF aggressor and his size is clearly fishy. I think you can have worse hands calling, like best flushdraws that you currently are ahead of. When facing flop 3bet you can exploitatively fold because no one should 3bet this flops.
Can't really fold OTT vs that size. You still have range advantage, so why not raising from time to time? Same as the flop.
I would fold OTR too. You'll have better flushdraws, better pairs etc. You didn't pay much to see the runout, so just avoid variance.

This is a typical fish line, so there's not much we can say. Just stack him when you have it.

I think raising on the flop is fine, but you'll be doing it for value, because fish won't be folding his 3-high flushdraw here. I'd rather just call as played. I'd feel much more comfortable stabbing on that A on the turn. Now the fish only has one card to get his flush and if he hit a 9 or a 2 he won't be as inclined to call any more.

We need to make it 25% of the time on the river with that size. I think we have that. I'd call.
