9's ~ Flopped set, misplayed?

What is that bad about the turn card? Only JT beat you ( except QQ from flop)...
It gives more draws a chance and you can cbet bigger.

I might opt to check the flop, it'll play your ranges alot easier imo.
reasons: it's 4 way, you won't be happily triple barreling AQ here anyway.
Because it's 4way, you'll have way less foldequity -> you're probably not bluffing enough, hence you can't bet balanced.
Also by x/raising flop you don't get these awkward turn sizings.

On the river this bet almost seems too thin, You're never bluffing here, he should know this, so wether or not he'll herocall you with KQ after said action is doubtfull.

Checking the flop with FD+SD on board 4 way is not good, imo.

I'd check or cbet 25% on the flop
Turn probably go for check shove when both call this large bet on the flop

I mean think if you're in your opponent's shoes right
There's 3 people in position on you, so if you are CO or BU and 2 people check you probably can safely bet your flush draws, JT etc. expecting to take it down often after they showed weakness.
Same goes for Qx etc. after you check the other guys will feel like they need to protect their hand and should bet most of the time.
Add to that that if you bet this big with Qx or even AA yourself you have a hard spot on a ton of turns and check becomes a viable option here if you don't want to play your hand face-up

25% is just a special case for 4way pots that allows you to bet a lot more hands, forces them to raise strong hands like 44, gives you cheap price on your bluffs, induces raises when you do have strong hands from draws, even Qx and lets you play turns easier when people just flat.
