Do you really fold? Only 1,40 he needs for win 9 dolars.
I call, maybe it is bad.

Cbet that flop is arguable. That don't hit much your range, and he flats 3bet with a lot of paired hands that won't fold here anyways.

With 1.4 behind it is impossible to fold river.

Cbetting the flop is not necessary. Villain has a lot of broadways and pocket pairs that will call OTF and you have a 6 outre.
As played, going for 3 streets of value might be a bit much.

Bet calling river is a bit debatable.. You have to win it ridiculously small % to be profitable and you are committed but on the other hand villain doesn't have any fold equity and he really doesn't raise here ever without a stronger hand than TPTK.

Preflop it's best to make a bigger raise on the blinds. On the flop I would opt for a check/call if it wasn't any kind of overbet from opponent; we could cbet AK if we had the Ace of spades. On the river it's tough to bet/fold and in game I rarely do that with the size of the pot, but in the long run your winrate will be much higher if you fold your top pairs against a raise to your river bets in the micros.

The river bet is not very good as it is not likely to be called by many worse hands (what do you think you rep to him?) and you commit yourself to losing the rest. At least give him a chance to bluff if you want to get stacks in. But if stacks were deeper, bet-fold would definitely be a play to consider.
