Vs passive player, what should do on the river, I don't see aggression from him before so I don't think he bluffs here.

PokerStars, Hold'em No Limit - $0.05/$0.10 - 6 players

UTG (Hero): $10.07 (101 bb)
MP: $10.61 (106 bb)
CO: $13.94 (139 bb)
BU: $16.19 (162 bb)
SB: $10.00 (100 bb)
BB: $8.00 (80 bb)

Pre-Flop: ($0.15) Hero is UTG with A♠ Q♠
Hero raises to $0.30, MP calls $0.30, 4 players fold

Flop: ($0.75) 7♦ Q♥ 4♠ (2 players)
Hero bets $0.50, MP calls $0.50

Turn: ($1.75) 9♣ (2 players)
Hero bets $1.10, MP calls $1.10

River: ($3.95) 7♠ (2 players)
Hero bets $2.40, MP raises to $6.10, UTG (Hero) ???

Rule against cbet raises on river is simple - always fold unless you are certain opponent will bluff a lot.

If you think villain only raise for value on the river than you need to ask yourself what kind of hands you beat.
Without any info I can think of a hand combo and I would fold for sure.
