Can we call here while the board is paired? Do we have enough implied odds / do we get enough back by default OTR if hit?

I like betting the flop with this combo. You have plenty of equity and can bet pretty much all turns; you have 9 high; and you have other FDs you can check/call with (stuff like Axcc is totally fine). Plus, you have a big top end range advantage as well, as you generally have all QQ+ and he 4-bets those hands, thus not having those as often.

As played, I guess shove? I don't know. His sizing is fairly scary in general which makes me wonder if we even have any FE. If you had position, it'd probably just be a call, but being OOP sucks.

Good question. I think not because the problem is that still better hands could jam. We need think about our playability. That is, 89ss is a low SC and even though we can draw to nuts there are still many cards that won't give us the absolute nuts. Even if the river is a 4c we are still beaten by many better hands such as flushes and FH, so with a call from our x/r we isolate ourselves vs a very strong range.

Your 3 bet looks a bit small.
I think flop is a cbet. As played I don't think you will be able to get sufficient value from the river when you hit your straight of flush to make your turn call good. I mean who is calling a donk on the river when the flush/straight completes? And if you check he is going to check behind.

This is worth a lot of consideration for those who like too much to play draws OOP passively, especially when having initiative preflop.
