Why EV of the turn call is minus and river call is plus?

Have you checked the equities with another tool like equilab?
I'm no help, since I don't recognize the software.
Looking at the image again I can see that OTT it says the equity of both players is 34%.
Equilab makes is:
Board: 3♣J♣5♥ 6♠
Equity Win Tie
UTG 37.40% 37.40% 0.00% { 22+, A2s+ }
UTG+1 62.60% 62.60% 0.00% { Js9h }
That is assuming that I understood the range correctly.
OTR, equilab puts it like so:
Board: 3♣J♣5♥ 6♠ 7♥
Equity Win Tie
UTG 43.43% 43.43% 0.00% { 22+, A2s+ }
UTG+1 56.57% 56.57% 0.00% { Js9h }
I don't what else to suggest, unless the program allows for a certain percentage of bluffs in villains play.
Perhaps that is configurable.
