We toss around the name "fish" like it would be possible to know everything about that player.
The poker world doesn't consist of fish and regs.
We would need to know more about each of the players here, especially considering that we don't have implied odds.
Well as always in preflop you estimate required equity and what villain range would need to be for call to be good. My initial thought was to not get away from this versus 70bb stack and likely often BU folding to our iso shove.
If we assume BU folding after our shove it would be 58bb to total pot of 157bb or so. Meaning we need 37% equity. Versus AK, JJ+ we get 36.6% so versus that it would be roughly breakeven. If villain show up with TT it would be 43% making call clearly profitable.
Also one thing to note is what we think about BU cold call range? I would think people often call capped range here and not balance it with QQ+ or AK. That is why I was assuming it to be dead chips mainly.
Also as pisiattu pointed out with some examples recreational could way overvalue hands preflop. They get nice hand they want to play, then see huge action and think "I am not folding this". So how sure are we BB can't have even hands like 99 or AQ etc?
So imo iso shove and see what happens.
it's unclear what the sample size is, but when it says "35/9" i am folding here. against a complete unknown i probably call for this stack size, though...

actually i'd be interested whether ranges are stronger at low/micro stakes or midstakes in such spots, hmm

Obviously I don't and it's most of time more about general population tendencies as getting sample on that on such specific spot is pretty rare. Outside of some small player pool situation at least. Also I don't play holdem cash so other people likely has better idea.
In general though in other formats when I see cold calls to 3bets they are extremely often with capped range. Most won't play having just flatting range in this spot imo which will naturally cap flatting range to not include as many monster hands.
i'm pretty sure that most people at nl50 and below are capped here, i saw KK or AA in this spot maybe twice or thrice in the last 200k hands or so. it's mostly pocket pairs, QQ/AK and sometimes AQ and random pretty suited hands...

C4b Jam vs sq from such player without further info is snap fold for me! It is exploitive fold not GTO fold!
I burnt myself so many times with shoving or calling all-in with JJ that I am traumatized and I get the PTSD and start shaking whenever I am dealt it. Too many possibilities for a higher pair, lots of times seeing the opponent opening Ax after shoving already means game over....

Some people get a "favourite hand" that wins them a big pot, so they start to play that hand whenever it appears.
For me it is J8o -- which is a really strange one, but I have won some huge pots with it.
Just like it is wrong to overplay some hands, it is wrong to avoid potentially strong hands just because you lose with them a lot.
Oh -- and no, I don't open raise J8o except from the btn, and I'm likely only to call with it from the BB
