Rather 3bet the flop yourself or just Bet/Fold it. No way to give him free cards there without having any backdoors ourselves.

Anything besides betfold is terrible imo vs a 19-13

Yep true, but I just wanted to point out that Calling is the worst line which he ever could pick. If you put him on a range which also includes draws in his raising range then it doesn't make sense to Call. The only reason what made him think of continue here is just take a look at the guy raise CB (27%).

With AK and the ♠ in it would be a bit different, then we could also keep his range wide and weaker hands in the play and of course our plan would be to continue with another ♠ coming in. But then again what you should be asking is what kind of range do you think he is raising you with? Could we even consider him having a lot weaker hands in his call open range? He might only play very few hands as PPs/some broadways in his range and that's it. What's the sample we are against (hands).

What helps me figure out what is the best option flop?

Depends a lot on the sample, what kind of hands do you expect him to raise vs you. How big part of his raising range is there for example draws, do you think he is raising with TP/mid-pair type of hands? Is he capable of raising with pure bluffs? All those type of notes could be worthy. All those kind of notes are pretty important during SH game.
