U cannot look at 3-bet stat after 35 hands cos it's probably just 1/8. I would fold it here especially cos of that CO caller we would also have to go against.
I would look CO flat mostly as dead money. He can sometimes have big hand, but not that often.
BB is 52/27 after 35 hands. So he is not likely tight player. 3bet stat is quite irrelevant with so few hands as musashi said. Bigger question is what has he done? If I have seen actions that would suggest he is more on maniac side I don't mind to shove. He might fold, he might call with many weaker hands and CO rarely has hand to continue.
Standard play is obviously to fold, if you have no reason to believe he is out of line with his 3bet.
