plo50, top pair + nfd

OR is a 20/14/3 TAG, the other guy is 70vpip + fish.

Pre is marginal...

What to do otf? I was thinking of raising, but thin is, OR cbets only 25% of the time, sam ott, and it's 400 hands almost...

how bout turn?

Definitely lead out the flop and check/call the turn as played.

Fold preflop. (Out of position with a weak hand.)
If fail to fold preflop, then bet max on flop.
If fail to bet flop, then check-raise max the weak cbet on the flop.
If fail to do any of that, then check-raise max the weak cbet on the turn.

If you check-raise the turn, then what are you representing? 33? AA? Either would be weird. You're kind of representing exactly what you have or a similar hand like A754. So, yeah, that's a problem with my plan, and so it's better to make a move on the flop. However, when I smell weakness, I go for it anyway. Note that this is an opportunistic check-raise; he made a wimpy bet and the other player folded, so even if you had not thought of a check-raise before, now you're heads up with a guy who says he doesn't like his hand, so raise away. In my experience, they'll think about it a while and fold, because they are confused about your hand but they don't have enough hand to call.

Note that if you go passive and just call on the turn, then any 8 or 6 will kill your hand on the river, plus any non-club king or other big card has a large chance of making you lose. (I'm reading the PFR for AKQJ or similar.)
