Decided to respect UTG Raise so call, I was then split between whether to 4Bet or Call 
On Flop, Villains bet was weak so decided to Call and re-evaluate on the turn. Should I have Raised to $2~ to take the pot down and find out where I was?
As played, I was tempted to put a small bet on the River to get a little value from 99/TT which could be possible?
